Position of the Menu / Fontsize

I have two cosmetic problems.

1.) If I use IE the menu doesn´t appear at the very top of the used frame,
but ca. 10 Pixels deeper.
If I watch the same website in NS it appears at the very top.
I´d like to have it the same in IE.

2.) What can I do to have the same font-size in every browser? I think, the
problem has something to do with the standard-font of each browser.
But what font in what size is the best choice, to have a good readable
font-style?
