Netscape Resizing Issues and the Menu

Netscape will not show my menu. The newest version does. What can i do to fix this in the old versions. Also why doesn't form submission in Netscape work via mailto???? Check out the site http://www.business.ku.edu/kuciber

I am having massive problems with the menu and netscape what ever version. I have the offsets set to -100 and -200 so that the menu is hidden until the page is loaded and then it is embedded in a table cell just below the header image. In IE it works fine and the menu places itself in precise location as long as the table heights are set it doesn't overlap anything.

In netscape all versions I have the problem that with the offsets set as stated above the menu never appears on the screen even with refresh and reload. One time the menu did appear and I have no idea why but I left the computer came back and it was there in its correct position. After that nada.

When I changed the offsets to null the menu positioned itself at the top of the page overlapping the header image and centered in the screen.

I can't seem to win here and I really like the menu for my site.
