menu and php

I've got a fairly good grasp of the menu now, but I'm a newbie to php, I have people working on the php development but they haven't worked with the menu yet. Seeing as I'm the inbetween here in laymans terms I need a little advice from someone experienced in both.

I set up the menu on the php template as was done with version 3. Now there are a lot more options. Correct me if I'm wrong, do you call it parsing the functionality concerning databases? And creating an admin for new links for 'static pages'.

I have a tough time describing the connections, but for someone who has worked with this its probably common practice.

At my end, preparing the menu for the next state, will it be necessary to use the 'include' method on one or both menus?

The horizontal menu is all links and to add links. I'm considering making it table bound, I don't know if that might stop the bgcolor overflow on refresh with older browser and match 100% bgcolor in the table, but if it turns out to be an include does that still work the same?

The followscroll vertical menu is tools functional orientated with form attributes, searches and login, change menu items. I need to set up a change menu, do I create 2 almost identical menus from which to call from, or do I have one menu that switches on/off items?

I'm sure you will let me know if I'm not making myself clear.
Appreciate your insight
Thank you
