Overflow Scroll issue in Netscape 4

It looks like the scroll buttons above and below the menu lists appears even if the menu is not longer than the page. On top of that, the bottom scroll button appears at the very bottom of the page where I guess it should have appeared if the menu was in fact longer than the page. We're dynamically building the menus from a db and we've added code than adds the 'overflow scroll' tag if the menu exceeds 15 but that's not nearly as effective as the menu adjusting on it's own. Thanks for your fantastic menu. I don't know what we would have done without it. Hopefully this will work it's way out in the final release.

Is this on Netscape 4.x?

We are aware of issues with Netscape 4.x but we thought everything was fine with the other browsers
