Adding menu to CSS site - problems!

While attempting to build an all-CSS site I've encountered problems with the new DHTML Menu. Would someone pls take a look and advise?

Two attempts:

1) When I try to use the header as an include, the placement and size of the menu is altered (the submenu items appear in front of the content, but the font is tiny) on the Mac - (and on the PC my left and right boxes are too high so I'll need to fix that too.)

2) When I use frames, the submenus are hidden and on PC IE the font is huge:

I'd really appreciate your counsel on this - any and all tips are welcome!

Many thanks.

I can't get your php page to load at all (could be my "wonderful" provider!).

v5, I think, is not running frames at this time.

Also, you're way down-level. Current is RC20. Upgrade.
