In php url I have & each & has to be changed to *& a m p ; for xhtml validation, it slows down page loading. It was suggested to me to replace the & with ;

I would like to know if ; would interfere with the url's in the menu?

No it shouldn't. The only time a ; will play games with you is if it is followed with a keyword as in ;url or ;status, etc. If it sees just a plain ; in your URL, it will just include that as part of your URL, which I am guessing is your intention.
